Debra A. Moshinski, Esquire

Debra A. Moshinski is a well-recognized practitioner in one of the most challenging fields of law- Family Law.  She offers superior expertise and proficiency in representing clients in all aspects of this field.  Debra has vast experience in handling matters such as: child custody and support, relocation petitions, paternity, grandparent visitation, protection from abuse hearings, pre and post nuptial agreements, divorce, enforcement, contempt, and modification of Court Orders.

Debra represents hundreds of adopting parents each year in the adoption of children who are committed to the care and custody of county child welfare agencies.  Debra has finalized foster care adoptions in Philadelphia and all of the surrounding counties.  She has represented adoptive parents in stepparent, private, and international matters as well.  Debra has been successful in litigating numerous contested termination of parental rights and contested adoption cases.  She has comprehensive knowledge of Act 101 and has drafted numerous post adoptive contact agreements.

  

Debra’s criminal defense experience allows her to seamlessly assist her clients in navigating the complex and intimidating criminal justice system.   Her criminal experience includes handling juvenile and adult misdemeanor and felony matters in Philadelphia and the surrounding counties. 

 

Her civil litigation background includes civil rights litigation, employment law, personal injury, real estate, business/ contract/ commercial disputes, and estate planning and litigation. 

 

Debra currently serves as Solicitor in Montgomery County for an unaccompanied refugee minor’s program which is responsible for refugee and trafficked children and youth who are in the United States without parents or guardians.

 

For many years, Debra practiced at Family Court of Philadelphia where she specialized in representing children and parents in child abuse and neglect cases.  During that time, Debra served as a committee co-panelist with the Honorable Donna M. Woelpper of the Court of Common Pleas of Philadelphia County and other distinguished attorneys.  The committee worked to improve the representation of parents in dependency cases and was responsible for organizing and presenting a series of CLE courses. 

 

Debra has previously served as an adjunct professor in the Legal Studies Program at Harcumm College, teaching courses in Family Law, Criminal Law, and Torts.  Prior to practicing law, Debra worked as a Social Worker for at-risk youths.


 

Debra resides in Huntingdon Valley with her husband and their three children.  She enjoys spending her free time with her family at the Jersey shore.

Debra is a graduate of West Chester University (B.S., 1997) and Widener University School of Law (J.D. 2005).  Debra was a member of the Widener Law Symposium Journal and received the Certificate of Achievement for her work in Administrative Law and Dependency Law.   Debra graduated with honors from both her undergraduate and legal studies.  She ranked in the Top Ten Percent of her graduating class at Widener University School of Law.
